Statement: 30th Anniversary of the World Programme of Action for Youth

Excellencies, distinguished delegates, dear Guests, 

It is an honour to address this event dedicated to the World Programme of Action for Youth. Adopted almost three decades ago, it remains our common framework for advancing the rights and well-being of young people, and for ensuring their full participation in society. 

For Iceland, children and youth are at the heart of our policies, both at home and abroad. All government policies and legislation are assessed in terms of their impact on children’s rights and welfare. 

This reflects our fundamental conviction that every young person has the right to grow up in health, peace, and dignity. They are not only the future - but they are also essential partners in shaping the present. 

We have also taken important steps in advancing bodily autonomy and health rights for young people. In 2019, we introduced legislation prohibiting unnecessary medical interventions on minors with variations of sex characteristics until they themselves can give informed consent.

This law enshrines the right of intersex children and youth to make decisions about their own bodies. 

As the World Programme of Action for Youth reminds us, young people must not only be protected but also empowered. Their active participation in democratic life is vital – not only when decisions concern them, but throughout every stage of decision-making.  

To this end, Iceland sponsors the participation of youth delegates in the Human Rights Council and the United Nations General Assembly, ensuring that their voices are heard directly in these important forums. 

Colleagues, the Programme of Action calls on us to ensure that young people everywhere can enjoy their rights and realise their potential.  

By integrating protection, empowerment, and participation into our policies, we can build inclusive societies where all young people - without exception - are able to flourish.
